Janet Kelly is a
Professor of Urban and Public Affairs and Executive Director of the Urban
Studies Institute at the University of Louisville. Her research is focused on
state and local government finance and economic development. Professor Kelly
also holds four professional certifications in public finance and accounting.

Pekka
Kettunen is a Researcher at Abo Akademi University, Finland.
His research focuses on policy analysis, evaluation, comparative analysis and
local government research. His research has appeared in Local Government Studies, Regional
and Federal Studies, and Policy &
Evaluation. He is a board member of several Finnish and international
scientific associations.
Vladimir Kogan is an Assistant Professor
in the Department of Political Science at Ohio State University. He studies
state and local politics, education governance, and political reform in the
United States. In 2010, Kogan was the recipient of the Alma H. Young Emerging
Scholar Award from the Urban Affairs Association. He is co-author of Paradise
Plundered: Fiscal Crisis and Governance Failures in San Diego, which won
the best book award from the American Political Science Association’s Section
on Urban Politics.
